MERCHISTON COMMUNITY COUNCIL

Minutes of the Meeting of the 17th June, 2003 held in the Eric Liddell Centre at 7.00pm.

1. Present:
Bridget Stevens (Chairman), Robin Morris (Secretary), Derek Ainslie (Treasurer), members James Geekie, Wies Roberston, Chris Sharman, Oliver Shipp, Atholl Stewart, representatives John McMahon, Councillors Lorna Shiels and Sue Tritton, Constable Alan Hopper and 12 members of the public.

2. Apologies:
Members Alison Elwell-Sutton, Frances Hawarden, Desmond Hogdges, John Lennie and Colin Young, representatives Diana Dunthorne, Richard Gardner and Bob Rendall, Councillors George Hunter, Mike Pringle and Donald Wilson.

3. Minutes of the last meeting of 18th March, 2003:
The Minutes were approved with the following change: 6.3 Ettrick Road No 3 not No 5 are mentioned around the wrong way.

4. Matters arising:
Website (http://www.merchistoncc.org.uk) and e.mail (secretary@merchistoncc.org.uk) now up and running in a preliminary state.
Environmental project delayed until start of new school term.
Canal seats (5) including inscription plus litter bins (3) which the Council have agreed to empty are now ordered.
Polwarth PO closes tomorrow but no response to request for petition information. Church looking at alternative commercial venture and planning permission to convert to residential refused recently.
Watson Crescent - double parking raised with authority by Councillor Shiels.

5. Treasurers Report:
Bank balance very high with monies from British Waterways for seating. Noticeboard application outstanding. No questions.

6. Reports:
(1) Police report attached and questioned answered re double parking, yellow lines, restrictions on controlled and uncontrolled areas plus Fountain Park opening and closing hours. Councillor Tritton in correspondence relevant Department.
(2) Neighbourhood - no report.
(3) Planning - no report. Problem with late-night noise from Ettrick Hotel discussed. Chairwoman to write objecting to renewal of late licence
(4) Local Development Committees - restart in September.
(5) Others: Scottish Community Councils AGM - Report by Chairman submitted and attached.

7. A.O.C.B.:
(1) Litter problem in area still persists and letter to Bruntsfield Traders requesting more co-operation to be sent.
(2) Planning application at No 5 Ettrick Road refused recently.
(3) Former member Ian Finlayson in R.I.E - card to be sent.
(4) Request to enforce planning permissions done.
(5) Mr Geekie to look into alternative venues for meetings. Viewforth Church and Polwarth Church to be considered.
(6) Parking restrictions omitted at various streets in area to be queried.
(7) Central LDC - New chairman Lorna Shiels looking at new format for meetings.
