Minutes of Meeting held on Tuesday, 18 October 2005
at 7.00pm at the Eric Liddell Centre.

The meeting was preceded by a short presentation on Reduce Re-use Recycle! By Iona Beaumont, Community Education Officer, The Waste Aware Edinburgh Campaign, City of Edinburgh Council, and an Update on the Controlled Parking Zone Extension by Brian Torrance, City of Edinburgh Traffic Control Manager (reports attached).

1.0 Chairperson’s Welcome
Bridget Stevens (Chair) welcomed those present, who included S J Baillie, Ian Clement, Brian Cohen, James Geekie, Morag Gideon (?), Desmond Hodges, Cllr George Hunter, Sgt Grant Johnston, John Lennie, Cllr Liz O’Malley, M Morno, A M Morris, William Mykura, Chris Sharman, Atholl Stewart, Cllr Sue Tritton, and C (?) Wilson.
She also extended a warm welcome to the guest speakers, Iona Beaumont and Brian Torrance.

2.0 Apologies for Absence

3.0 Minutes of Last Meeting held on 20 September 2005

4.0 Matters Arising
4.1 Tree Memorial to Diana Dunthorne
Friends of Harrison Park now think it might be appropriate for the tree to be planted in Harrison Park and have suggested a site at the east end of the park. Desmond Hodges was consulting with Eric Fevre (Tree Warden) and John Byrom (Landscape Architect) re type, location etc.

4.2 Proposal to Create a Conservation Area in Bruntsfield
Alister Cant, of the Bruntsfield Conservation Area Support Group, will meet with the Planning Department on 28 October 2005 to discuss this proposal. Supporters from MCC are welcome to attend. John Lennie will write to Alister Cant offering the group the option of amalgamating with the Greenhill and Church Hill Amenity Association, with whom they share a common boundary.

5.0 Treasurer’s Report
In Derek Ainsley and Frances Hawarden’s absence, this report was deferred until the November meeting.

6.0 Other Reports
6.1 Police Report
Sgt Johnston gave a summary crime report for the last month in Merchiston. It was encouraging that the number of offences were well down on the same period of the previous year, but whether this is a one-off or represents the beginning of a trend remains to be seen. In response to complaints from the floor about problems with the Police call centre, he said he was convinced these were only teething problems, which will soon be resolved.

It was agreed that the progress of the reintroduction of Police Officers on the beat would be a good presentation topic for a future MCC meeting. (Later Note: this will be the topic at South Local Development Committee on 24 February 2006)


6.2 Planning and Licensing Applications
Desmond Hodges gave this report.
Spylaw Road
The householder has withdrawn his application to build a wall.
6 Polwarth Terrace
The Planning Sub-Committee will look at the proposal to build a new house at this address.
Whitehouse Loan/Newbattle Terrace
It is understood that a new proposal for new residential buildings will shortly be lodged for this site.

7.0 AOCB
7.1 Edinburgh South Local Development Committee
Next meeting will be held on 28 November at 7pm in Liberton High School. All members of the public are welcome to attend.

7.2 Environmental Forum
Their next meeting will be held at 7.00pm on 18 January 2006 in the Eric Liddell Centre. All members of the public are welcome to attend.

Tuesday, 15 November 2005 at 7.00pm at the Eric Liddell Centre. No presentation. Anyone wishing to receive notice of this and future meetings should give their name to Robin Morris.

THE EXTENSION TO THE CONTROLLED PARKING ZONE


COUNCIL DECISION

On 13 October 2005 the Council:
- agreed to make the 9 Orders
with amendments following Public Hearing
- agreed the time-scale for implementation
starting April 2006 (in Marchmont/Sciennes)
to be completed April 2008


RESIDENTS PARKING

Provides spaces only for residents and their guests
Increases likelihood of being able to park near home
Increases likelihood of being able to park during daytime
Maximum of two permits per household (advertised order allowed only one)
£80 per annum per permit
More than one vehicle permitted per permit - only one vehicle may be parked at any time



PUBLIC PARKING

Pay and Display spaces located near to:
- shopping areas
- local businesses
- local amenities
£0.70 per hour
Typical maximum length of stay = 4 hours, but some longer stay bays in each Zone
SHARED-USE PARKING SPACES

A new approach
Acts as a dual use facility:
- can be used by permit holders
- can be used as a pay and display space
improved flexibility of parking provision for both residents and visitors



GUEST PERMIT SCHEME

Intended for extraordinary circumstances
Increased flexibility for residents’ visitors
Provides option to allow parking by visitors, tradesmen, etc
At discretion of resident
Permits valid in 90 minute periods
Each household eligible for 150 permits
Each permit costs £0.60
Residents meeting disability criteria qualify for additional Guest Permits up to a maximum of 300 at reduced cost

REDUCE RE-USE RECYCLE!

THE WASTE AWARE EDINBURGH CAMPAIGN

Following an award of £83.3 million from the Scottish Executive’s Strategic Waste Fund, the Waste Aware Edinburgh campaign has recently been developed in the city.

The recycling rate for household waste in Edinburgh currently stands at 16.1%. More than 25,000 tonnes of waste was recycled or composted during 2003/04. However, the amount of waste produced in Edinburgh will keep rising due to the growth of the city and the increase in smaller households.
To reduce the amount of waste going to landfill, householders need to reduce, reuse and recycle more waste. The Strategic Waste Fund means the Council will be able to offer additional services including;
 kerbside collections of materials such as glass and cans to most households who receive the paper collections
 expansion of the kerbside Garden Waste scheme from 15,000 to 100,000 households
 redevelopment of the three Civic Amenity Sites into Community Recycling Centres and the establishment of three new Community Recycling Centres
 development of an additional 240 recycling points including multi material on-street points
 recycling of bulky items such as washing machines from special uplifts
 initiatives to make recycling easier for those living in flats
 support of composting schemes

With the help of Edinburgh residents, it is hoped these initiatives will enable the recycling and composting rate in the city to meet the national target of 25% by 2006.

In response to questions from the floor, Ms Beaumont confirmed:
 the increased use of incinerators has been rejected due to local opposition
 it is not possible to sort refuse at landfill sites because the waste is compacted on uplift
 recycling boxes are not marked with the type of material suitable for each because this is likely to change from time to time; but labelling is being considered as a future option
