Draft Minutes of the Meeting held on Tuesday, 16 March 2004 at 7.00pm at the Eric Liddell Centre.
The meeting followed a presentation on Best Practice for Planning and Building in Edinburgh, presented by David McDonald, Director of the Cockburn Association. (Report attached)
1.0 Chairperson's Welcome Atholl Stewart (Vice Chair) welcomed those present: Brian Cohen, Edith McLean, James Geekie, John Lennie, Desmond Hodges, Cllrs. George Hunter, Sue Tritton and Liz O'Malley, William Mykura, Chris Sharman, Derek Ainsley (Treasurer), Robin Morris (Secretary) and Janice Laxton (Minutes Secretary) and members of public.
2.0 Apologies for Absence Bridget Stevens (Chair), CllrDonald Wilson, Bob Rendall, Diana Dunthorne, Oliver Shipp.
3.0 Minutes of Last Meeting held on 17 February 2004 Adoption of these minutes were moved and seconded.
4.0 Matters Arising 4.1 Litter Competition There was an enthusiastic response to the Children's Litter Competition, jointly organised by MCC and CEC Environmental Services. Winners attended the Awards Ceremony at Fountain Park on 27 February. Many thanks to all those who contributed prizes.
4.2 Advertising of MCC Meetings MCC after checking did not apply for a grant from South Edinburgh Local Development Committee to produce advertising bookmarks. The sample bookmark designed by Edinburgh University was approved. Robin Morris will arrange for 10,000 copies to be printed. It is hoped that LDC grants could be applied for hanging baskets, signage on historic buildings, etc in future. A discussion on how best to attract more interest in MCC meetings followed. It was suggested that they could be advertised in local church magazines, and better signs be put up at the Eric Liddell Centre on the evening of the meetings, with perhaps someone to welcome people at the door. Napier University will be invited to nominate a representative to stand on MCC.
4.3 Friends of Harrison Park Mr Shields, of the Department of Culture and Leisure, has been very helpful in setting up this group. Desmond Hodges with Cllr Wilson and Shiels have sent out a circular re. a meeting on 22 April.
4.4 Scottish Water Robin Morris reported that the Consultation Panel in February was well attended.
5.0 Treasurer's Report Derek Ainsley reported that, having received the LDC grant for the Eric Liddell Centre notice board, funds currently stand at £5,316. These will be reduced early in April when MCC are invoiced for the notice board.
6.0 Other Reports
6.1 Police Report No Police officers attended the meeting or sent apologies. There was general agreement that the new format of the Police report for the local area (a news bulletin) did not report local criminal offences in sufficient detail. Robin Morris will write to the local Police making this point, and request that copies be more widely distributed in the local area. He will bring copies of the next bulletin to the next MCC meeting and also distribute copies to local libraries, etc.
6.2 South Edinburgh Local Development Committee No one represented MCC at the last meeting at which Park and Ride sites in the Green Belt were discussed. ST reported that the cycle lane in Forbes Road will be removed by the end of this financial year. The topic for the next meeting at Liberton High School on 22 March 2004 will be Anti-Social Behaviour.
6.3 Local Environmental Forum Robin Morris will attend the next Environmental Forum on 18 March 2004.
6.4 Planning Applications New Detached Property, St Margaret's Road Concern was expressed that the design of this building, in particular the dorma windows on the top level, flout planning guidelines for a conservation area. John Lennie and Chris Sharman (on behalf of MCC) will both write to the Planning Committee.
Royal Ettrick Hotel The hotel has now installed double glazing. However, after another noisy event, Robin Morris intends to request a renewal of the late licence for a further six months only at the next Licensing Board on 30 March 2004.
Garden Centre, Holy Corner Cllr Tritton confirmed that planning permission has been granted, subject to certain conditions. It is likely that the site will be bought by Tesco Local, not Marks & Spencer. The developers will arrange a meeting to discuss their plans in May or June.
7.0 AOCB
7.1 20mph Zone Leamington Terrace Cllr Tritton confirmed that the 20mph zone at Leamington Terrace will probably not now be implemented until May or June 2004.
7.2 Yellow Lines - Watson's College, Colinton Road The application to have yellow lines painted here will be put before the next Transport Committee. Cllr Tritton explained that it could be two years before these are drawn.
7.3 Parking Bays, Bruntsfield Place Cllr Tritton confirmed that these will be installed soon.
7.4 MCC Transport Spokesman Robin Morris proposed and Derek Ainsley seconded the co-option and appointment of William Mykura as MCC Transport Spokesman. He will attend the Transport Committee on 12 May 2004.
7.5 Planning Application to Erect Photovoltaic Panels - Napier University There will be an open evening at Napier University from 6.00 - 8.00 pm on 18 March 2004.
7.6 Public Talk: Planning Reform in Scotland Talk by Siobhan Samson, Planning and Development Officer, Friends of the Earth Scotland at Friends Meeting House, Victoria Terrace at 7.30pm on 25 March 2004.
7.7 Fountainbridge Development Brief: Planning Workshop From 1.15pm on 2 April 2004 at City Chambers.
7.8 HMOs - Magpie Three pages of petition re. problems with houses in multiple occupation have been collected by this campaign group.
8.0 Date and Information of Next Meeting AGM Tuesday, 18 May 2004 at 7.00 pm at the Eric Liddell Centre. The topic will be the European Parliament Elections.
